

Attorney Tim Brewer graduated from Grinnell College and obtained his J.D. degree from the University of Oregon School of
Law. He started his legal career in Eugene, Oregon, in 1985, as a litigator and insurance defense attorney. From there he
developed experience and understanding in a broad range of legal settings including insurance, business litigation,
contracts and real property, wills, trusts and probate, and nonprofit law. For the last 10 years, Tim has focussed his law
practice on adoption and family formation law. He is admitted to practice law in Oregon, Washington and California and before
the U.S. Supreme Court.
Tim Brewer is a member of several state, local, and national bar associations and organizations, including the Oregon State
Bar Standing Committee on Adoption and the American Academy of Adoption Attorneys, an invitation-only organization of attorneys
throughout the U.S. and Canada who have distinguished themselves in the field of adoption and family formation law. Mr. Brewer
has served on state-wide work groups focused on revising adoption-related laws and administrative rules.
Tim has provided caring and knowledgeable legal representation and guidance to adopting parents, birth parents, intended parents,
surrogates, donors and gestational carriers in a wide array of adoption and assisted reproduction settings. He has spoken on
adoption-related issues and he has organized and presented at seminars for surrogates and gestational carriers.
In 1999, Mr. Brewer formed Adoption Agency Legal Group, under which he advises adoption agencies across the country. He has
written and published a multi-volume Hague Accreditation Assistance Manual containing instructions, forms and templates designed
to assist adoption agencies in complying with new federal legislation pertaining to intercountry adoption.
In addition to his law practice, Mr. Brewer also serves as a mediator. He has obtained specialized training in mediation and
is a certified court mediator in the Lane County, Oregon, Circuit Court. Tim has mediated a wide range of disputes, has taught
mediation mentoring, and acts as a mediation coach in mediation trainings through the University of Oregon School of Law and
elswhere. He currently serves as Chair of the Board of Directors for Community Mediation Services of Lane County.
